Justification and Approval (J&A) for Other Than Full and Open Competition

This is a Justification and Approval document for a non-competitive acquisition by the Air Force Test Center (AFTC), Directorate of Contracting, located at Edwards Air Force Base, California. The contracting officer is Wendell W. Brown Jr. The proposed action will result in a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract awarded to Ansys Government Initiatives, LLC (AGI), a large business concern located in Exton, Pennsylvania (UEID: XQLLG2X727C4, CAGE: 0LCT6). The contract is for AGI software licenses and ancillary engineering services supporting Edwards AFB and other AFTC locations. Coordination signatures were obtained from August 2025 through November 2025, with AFTC Executive Director approval dated December 17, 2025. A Synopsis of Contract Action (SOCA) is required, with publication to sam.gov no later than October 7, 2025, posted no more than 15 days prior to solicitation issuance.

The acquisition justifies sole-source award under 10 U.S.C. 3204(a)(1) based on AGI's unique qualifications and the nature of the requirement. AFTC requires advanced modeling, simulation, and analysis (MS&A) software, comprehensive maintenance, and engineering services critical to its test and evaluation capabilities for complex weapon systems. AGI's proprietary technology, deep integration within AFTC's legacy system configurations, and support for high-priority Air Force platforms (legacy, next-generation, and weapon systems) are essential to the mission. The justification demonstrates that transitioning to alternative software would result in substantial cost duplication, unacceptable operational delays, workforce retraining challenges, and significant technical risks. A Sources Sought Synopsis posted for six calendar days yielded three vendor responses, all deemed unacceptable due to inability to demonstrate required MS&A tools, license replication capabilities, or rapid deployment of classified engineering services. The acquisition includes four contract line items: CLIN 0001 for AGI software licenses with Government Purpose Rights, CLIN 0002 for engineering services, CLIN 0003 for software maintenance, and CLIN 0004 for training. Fair and reasonable pricing will be determined through comparison with prior contract pricing, competitive marketplace pricing, and an Independent Government Cost Estimate developed by AFTC subject matter experts.
