About this opportunity

The Department of the Army National Guard seeks to award a firm-fixed-price contract for preventative maintenance services on Delta Scientific HD300 Anti-Vehicle Barrier systems at Connecticut Air National Guard facilities. The procurement covers maintenance of one HD300 barrier system and two drop arms located at Bradley Air National Guard Base in East Granby, Connecticut. The government intends to award this contract on a sole source basis to American Barrier and Controls LLC, as they are the only authorized local vendor certified by Delta Scientific to perform service and maintenance on these proprietary systems. The procurement is being pursued under FAR 13.106-1(b)(1)(i) for soliciting from a single source, with justification that only Delta Scientific certified installers can perform maintenance without voiding the system's warranty. This is a sources sought notice rather than a competitive solicitation, and responsible sources who believe they can fulfill the requirement may submit a Capability Statement by 1000 AM EDT on July 21, 2025. The government will review capability statements solely to determine whether a competitive procurement should be pursued.

This procurement does not utilize any set-aside designation and the current intended awardee is American Barrier and Controls LLC. The contract structure includes a base year from September 1, 2025 to August 31, 2026, with four additional one-year option periods extending through August 2030, creating a potential five-year contract duration. Key maintenance requirements include monthly and yearly inspections performed by Delta Scientific certified installers with a six-hour emergency response time capability. The contractor must also provide one annual training session for Civil Engineer and Security Forces personnel on daily operations and visual inspections. A previous contract (W50SC220P0003) was awarded on September 1, 2020 and was competitively procured, but no other authorized maintainer currently exists for the Northeast region. The contract is funded through O&M Air funds, though specific dollar values are not disclosed in the notice.

Notice text

The Government intends to award a firm-fixed-price contract on a sole source basis to American Barrier and Controls LLC for preventative maintenance services on the existing Delta Scientific HD300 Anti-Vehicle Barrier systems currently installed at the Connecticut Air National Guard facilities.

This action is being pursued under the authority of FAR 13.106-1(b)(1)(i) — soliciting from a single source — as American Barrier and Controls LLC is the only authorized local vendor certified to perform service and maintenance on the proprietary Delta Scientific systems.

Sole Source Justification:

The Delta Scientific systems require specialized service and component replacement to ensure continued operability. American Barrier and Controls LLC. is the only authorized provider in the region certified by Delta Scientific to maintain and repair their systems.

Failure to service these systems with authorized components and personnel would risk:

  • System degradation
  • Voiding of existing warranties
  • Potential inoperability
  • Potential system failure resulting in serious injury or death

Special Notice:

This Notice of Intent is not a request for competitive quotes, and no solicitation notice will be issued. However, responsible sources who believe they can fulfill this requirement are invited to submit a Capability Statement by 1000 AM EDT, July 21, 2025, via email to the point of contact below.

All Capability Statements will be reviewed solely to determine whether a competitive procurement should be pursued. A decision not to compete this requirement is solely at the Government’s discretion.

Submission Instructions:

All electronic correspondence must include the following in the subject line:

  • Announcement Number: W50SC225QA006
  • Project Title: Anti-Vehicle Barrier System Maintenance

Point of Contact:

James Turcotte

Email: james.e.turcotte3.civ@army.mil
