About this opportunity
The Federal Emergency Management Agency seeks antenna maintenance and repair services at the Mt. Weather Emergency Operations Center in Bluemont, Virginia, with offers due June 5 at 4:00 p.m. Eastern Time and questions due June 1 at 11:00 a.m. Eastern Time. The procurement is designated for women-owned small business (WOSB), economically disadvantaged women-owned small business (EDWOSB), and other small business concerns, though the large business size standard under NAICS 237130 may limit eligibility.
Work is performed at MWEOC during normal business hours (Monday–Friday, 8:00 a.m. to 3:00 p.m.). The scope includes visual inspection and tri-annual maintenance of approximately 17 antennas on one 196-foot tower and 20 antennas on buildings and light poles for which MWEOC is responsible, plus visual review of approximately 160 antennas owned by other organizations. Services encompass preventative maintenance, installation, relocation, removal, and repair; RF safety inspections with ambient energy measurements and field mapping as required; and corrective maintenance upon Contracting Officer Representative direction. Work must comply with ANSI/TIA-222 Section 14 (Maintenance and Condition Assessment) and ANSI/ASSE A10.48 Section 7 (RF Safety). All contractor personnel require background investigation clearance for site access; contractors must arrange their own badging following clearance approval.
The contract is firm fixed price for a base year plus four one-year option periods, commencing June 22, 2026. Virginia Department of Professional and Occupational Regulation contractor licensure, current as of proposal submission, is a mandatory preliminary screening requirement. Evaluation factors are technical experience and capabilities, past performance (minimum one, maximum five references from the past ten years), and price reasonableness. All deliverables, reports, and data generated become government property.
