About this opportunity

The Federal Emergency Management Agency (FEMA) National Community Section is seeking antenna maintenance services through this Request for Quote (RFQ WX03865Y2025T) for annual preventive maintenance of the FEMA National Radio System (FNARS) antenna infrastructure. The procurement requires comprehensive maintenance services including inspection and maintenance of antenna systems, towers, foundations, transmission lines, and ground systems, with specific work involving 5kW antennas, VSWR and Distance to Fault testing, and confined space operations. Contractors must demonstrate experience with antenna installation, maintenance, inspection, testing, tower work, and ground ring systems, and must provide at least two tower and antenna certified personnel to perform the required services. The government will evaluate proposals based on three factors: technical approach, past performance and experience, and price, with award made to the lowest-priced, technically acceptable proposal. The RFQ response deadline is September 19, 2025, and pricing must remain valid for thirty days after submission.

This solicitation does not include any set-aside designation, as the Small Business Set-Aside requirement has been specifically removed from this procurement. The contract covers maintenance services at six locations across the United States, including sites in Massachusetts, Georgia, Texas, Colorado, Washington, and Virginia, with specific work to be performed at Mt. Weather, VA mentioned in the documentation. The contract will be a firm-fixed price arrangement covering labor, materials, and travel for a one-year period of performance from the award date, with normal business hours defined as Monday through Friday, 7:00 a.m. to 3:30 p.m. While no specific budget range is disclosed, the government has confirmed that funding equal to or greater than the Independent Government Cost Estimate (IGCE) has been obtained for this procurement. The contractor must provide various deliverables including project schedules, status reports, inspection documentation, and comprehensive testing reports throughout the contract period.
