About this opportunity

Summary

The United States Air Force Test Center (AFTC) is consolidating 10+ existing purchase orders into a single five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for Ansys Software Licenses and Engineering Support. This consolidation determination and finding (D&F) was posted on January 6, 2026, with an anticipated award date of March 30, 2026.

The contract will be awarded on a sole-source basis to Ansys Government Initiatives (AGI), Inc., as Ansys is the sole developer of the required proprietary software with no authorized resellers or small business alternatives capable of providing the necessary engineering support. The digital modeling and simulation tools provided under this contract are critical to the AFTC's mission, specifically supporting verification and validation methodologies.

The consolidation is justified by significant cost avoidance benefits, including elimination of transition labor and data recreation costs that would result from migrating to alternative software systems. To address small business concerns related to this consolidation, the solicitation will require Ansys to submit a comprehensive subcontracting plan and actively pursue subcontracting opportunities for small businesses throughout the contract's five-year duration. This notice is published in accordance with Federal Acquisition Regulation (FAR) 7.107-2 (Consolidation) and 13 CFR 125.2 requirements.
