About this file

This Determination and Findings (D&F) memorandum from the Department of the Air Force details a five-year, sole-source Indefinite Delivery Indefinite Quantity (IDIQ) contract with Ansys Government Initiatives (AGI), Inc. for proprietary software licenses and engineering support. The contract consolidates existing requirements and is justified based on Ansys being the sole developer of the required software, with no authorized resellers or small business alternatives capable of providing the necessary engineering support.

Key benefits include an estimated cost avoidance of multiple cost components by not transitioning to alternative software, including avoided labor for transition and data recreation. The contract is critical to the Air Force Test Center's mission, supporting digital modeling and simulation tools essential for verification and validation methodologies. To mitigate small business impact, the solicitation will require Ansys to submit a robust subcontracting plan and pursue subcontracting opportunities for small businesses throughout the contract's duration.

MEMORANDUM FOR RECORD

FROM: AFTC/PZZF

SUBJECT: Determination and Findings (D&F) - Consolidation of Ansys Software and Engineering Support

1. PURPOSE

This memorandum documents the Determination and Findings (D&F) to consolidate requirements for Ansys, Inc., proprietary software licenses and associated engineering support into a single Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. This action is prepared in accordance with FAR 7.107.

2. FINDINGS

a. Requirement: This action establishes a five-year, sole-source Indefinite Delivery Indefinite Quantity (IDIQ) contract with Ansys Government Initiatives (AGI), Inc., not to exceed $

b. Consolidation: This action is a consolidation of requirements, not bundling. Prior contracts were awarded to a large business (Ansys, Inc.) as market research confirmed no small businesses are capable of acting as a prime contractor for this proprietary requirement.

c. Consolidated Contracts: This IDIQ consolidates requirements from prior contracts totaling $ from January 2022 to July 2025.

3. BACKGROUND AND JUSTIFICATION

a. Market Research. Market research confirms Ansys, Inc. is the sole developer and provider of the required software and has no authorized resellers. The Government identified no small business prime contractors capable of fulfilling the full requirement. The necessary engineering support is integral to the software and can only be provided by the Original Equipment Manufacturer (OEM) to ensure system integrity and performance.

b. Benefits to the Government. This consolidation provides substantial benefits to the Government, far exceeding the 10% ($ threshold required for an $ acquisition.

(1) Cost Avoidance. The Government will avoid an estimated $ in costs by not transitioning to an alternative software solution. This cost avoidance includes:

$ in Government labor for transition and data recreation (FY26-29).

$ in labor to recreate prior datasets (2022-2025).

$ in historical software investment that would be lost.

(2) Administrative Savings. A single IDIQ reduces the administrative burden and costs associated with planning and managing multiple, separate contract actions.

c. Mission Criticality. This contract is critical to the Air Force Test Center (AFTC) mission.

Transitioning to a new software platform would cause significant project delays, require extensive retraining, and degrade testing precision. This action directly supports AFTC's Strategic by ensuring continuity in the digital modeling and simulation tools essential for verification and validation methodologies.

d. Alternative Approaches Considered.

(1) Status Quo (Multiple Procurements). Rejected due to administrative inefficiency and lost opportunity for volume discounts and standardized terms.

(2) Separate Support Contract. Rejected as only the OEM can effectively provide the required proprietary support, ensuring software compatibility and immediate troubleshooting.

e. Impact on Small Business. This consolidation does not adversely impact small business, as this proprietary requirement has never been suitable for small business prime contractors.

Mitigation: To maximize small business participation, the solicitation will require Ansys, Inc. to submit a robust subcontracting plan. The Government will evaluate the plan and work with the contractor to identify and pursue subcontracting opportunities for small businesses throughout the contract’s life.

4. DETERMINATION

I hereby determine that the consolidation of requirements for Ansys, Inc. software is necessary and justified.

The substantial financial benefits and critical mission need demonstrate this approach is in the best interest of the Government.
