About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is seeking to procure Ansys Government Initiatives (AGI) Systems Tool Kit (STK) software licenses for the Enterprise Collection Planner's (ECP) mission. The requirement is for a single Program Bundle License with annual support and upgrade package, enabling server-based terrain calculations, visualizations, and analytical data processing across aerospace, defense, and telecommunications industries. This is a brand-name specific procurement justified under FAR 16.505(a)(4)(i), as only the specific Ansys STK software can provide the unique supplies and services required at the necessary quality level. The software enables users to analyze complex systems and communicate results through reports, graphs, and 3D animations. Official quotes are due no later than Tuesday, June 17, 2025 at 3:00 p.m. EST, with the solicitation posted on June 10, 2025. The procurement includes standard federal acquisition regulations and Department of Defense specific clauses covering telecommunications equipment restrictions, cybersecurity requirements, and contractor compliance obligations.

This solicitation does not utilize any set-aside designations and appears to be a renewal procurement, with the current point of contact being Justin Stokes at AFLCMC/C3IAS. While specific award values are not disclosed in the documentation, this represents an annual software license renewal covering the performance period from September 9, 2025 through September 8, 2026. The procurement involves a single software license bundle rather than multiple quantities, classified under NAICS code 541519 (Other Computer Related Services) and PSC code 7A21 (IT and Telecom - Business Application Software). Performance will take place at Robins Air Force Base in Warner Robins, Georgia, where the Air Force Materiel Command Lifecycle Management Center is located. The solicitation is managed by Program Manager Bradley Gregory, indicating this is part of an ongoing software licensing program for critical defense systems analysis capabilities.
