About this opportunity
The Naval Air Warfare Center, Aircraft Division (NAWCAD) at Lakehurst, NJ intends to negotiate a sole source C-Type contract with BAE Systems Technology Solutions & Services Inc. for the procurement of AN/SPN-43C Servo Amplifier Circuit Card Assemblies (CCAs) and Bottom Plates supporting the Navy's Shipboard Air Traffic Control Radar System. BAE Systems is being identified as the sole source due to being the Original Equipment Manufacturer with exclusive technical knowledge and production-level data for manufacturing these specific components. The contract will be negotiated under 10 U.S.C. 3204(a)(1), which allows for procurement from only one responsible source when no other supplies or services can satisfy agency requirements. Responses to this pre-solicitation notice must be submitted via email to Truman Harris by February 6, 2025 at 1:00 P.M. EST, with the government considering all responses received within fifteen days of publication. While this is not a competitive proposal request, the government will evaluate responses to potentially determine whether a competitive procurement might be conducted.
The pre-solicitation notice does not indicate a specific set-aside designation and provides no explicit award value or budget range for the contract. The procurement is specifically focused on electrical equipment components within the NAICS category 335999 for Miscellaneous Electrical Equipment and Component Manufacturing, with a Product Service Code (PSC) of 5996 for Amplifiers. BAE Systems Technology Solutions & Services Inc. is the only identified potential contractor, with the procurement targeting precise technical components critical to the AN/SPN-43C Navy Shipboard Air Traffic Control Radar System. The components in question are specifically those that have been previously tested, included in established configuration baselines, and compliant with existing Program Directives. The contract appears targeted at maintaining and supporting existing radar system infrastructure through precise, specialized component procurement.
