About this opportunity
The U.S. Army Contracting Command at Aberdeen Proving Ground is soliciting proposals for 91 AN/PVS-7 Night Vision Image Intensifier Tubes (IITs), specifically Gen 3 P45 white phosphor film tubes with a Figure of Merit 2000 (Part Number MX-10130). This procurement supports a Foreign Military Sales (FMS) requirement for South Korea under case KS-B-ZJP. The solicitation requires new production items with a minimum 12-month commercial warranty, and contractors must be registered in the System for Award Management (SAM) to be considered. Interested parties must submit electronic questions by December 18, 2024, at 2:00 PM EST to Milena Pomocka, with proposals due by December 31, 2024, at 3:00 PM EST. The government will evaluate offers using a Lowest Price Technically Acceptable (LPTA) methodology, intending to award a firm-fixed-price contract to a single responsible contractor.
The solicitation is designated as a Total Small Business set-aside, limiting competition to qualified small business contractors. The place of performance is South Korea, indicating these night vision tubes are intended for international military equipment transfer. Contractors must provide Item Unique Identification (IUID) marking for items over $5,000 and comply with packaging requirements per ASTM D3951-18 standard. Notably, the Q&A document explicitly prohibits Gen2+ tubes and items from Communist Chinese military companies, emphasizing strict technical and geopolitical compliance requirements. While specific contract value is not disclosed, the procurement involves high-tech military optical equipment with precise technical specifications, targeting a specialized defense manufacturing market segment within the Commercial and Service Industry Machinery Manufacturing NAICS category.
