About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division intends to award a firm-fixed-price purchase order on a sole-source basis to REES Scientific for annual calibration, validation, and on-site support services for the REES Scientific Centron environmental monitoring system, with a due date of August 8, 2026 for substantiating documentation from competing firms.
NOAA has determined that REES Scientific is the sole source capable of providing the required services. The Centron system hardware and software are proprietary; use of non-authorized providers would void warranties, compromise system performance and data integrity, and create regulatory compliance risk with the Food and Drug Administration and other bodies. Market research conducted in June 2026 and a Sole Source Letter from REES Scientific support this determination.
Place of performance is the Northwest Fisheries Science Center (NWFSC) Montlake Laboratory Campus in Seattle, Washington, with a remote site also receiving service. The NWFSC operates 96 wired and wireless probes (84 at Montlake, 12 at remote site) monitoring freezer temperatures, ambient room conditions, IT server room conditions, boiler pressure, and electrical power status.
The contract runs from September 16, 2026 through September 15, 2027, with four one-year option periods extending through September 15, 2031. Services include annual calibration and validation, 12-month hardware and software support, wireless probe battery replacement, and onsite technical support. Software upgrades and data/system migration services will be performed on a time-and-materials basis; hardware unit prices must remain fixed through all option periods. Personnel must work onsite, maintain visible identification on Government premises, and comply with Privacy Act requirements and DOC/NOAA/NMFS IT and data security policies. PIV/CAC credentials are not required.
