About this opportunity

The Consumer Product Safety Commission (CPSC) has issued a Special Notice announcing its intent to negotiate a sole source award with Waters Technologies Corporation for annual preventative maintenance of a Waters Xevo TQ-S Cronos instrument. The specialized equipment, which includes an Acquity UPLC, requires specific servicing that can only be performed by the original manufacturer. Waters Technologies Corporation is identified as the sole provider capable of adequately maintaining this scientific instrument due to their unique expertise and proprietary access to parts and labor. The procurement will be processed as a simplified acquisition under Federal Acquisition Regulation (FAR) guidelines. The contract will cover one year of servicing, encompassing parts, labor, and service requests for the specialized laboratory equipment.

The primary objective of this Special Notice is to provide transparency in the sole source procurement process while offering an opportunity for potential alternative vendors to demonstrate comparable capabilities. Interested contractors have seven business days from the notice's issuance to submit a written capability statement to the Contract Specialist via email at dbraswell@cpsc.gov, with a strict deadline of 12pm Eastern Time on February 12, 2025. No phone calls will be accepted during this process. The government retains full discretion to determine whether to compete the procurement based on received responses. The procurement will be conducted under FAR 13.106-1(b) and 41 U.S.C. 3304(b)(2)(B), following simplified acquisition procedures outlined in FAR Subparts 12 and 13. The contract falls under the NAICS category of Analytical Laboratory Instrument Manufacturing and the PSC category of Laboratory Equipment and Supplies.
