About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID), a component of the National Institutes of Health under the Department of Health and Human Services, is issuing a Notice of Intent to procure annual maintenance and service on two Cytek Aurora flow cytometry systems. These specialized instruments are critical to the Laboratory of Immunoregulations' research mission, supporting high-dimensional immunophenotyping of lymphocytes from participants in 16 clinical research protocols focused on HIV, SARS-CoV-2, and primary immunodeficiency studies. This is a sole source, non-competitive procurement under the authority of 41 U.S.C. 253(c)(1), with NIAID intending to award to Cytek Biosciences Inc., the manufacturer and only vendor authorized to provide factory-certified service and maintenance for these complex instruments. The government is not applying traditional competitive evaluation criteria, as the justification establishes that only Cytek can provide the required same-day priority service response and certified parts necessary to maintain the sensitive equipment and protect irreplaceable clinical samples. Interested vendors may submit capability statements by the March 16, 2026 deadline at 11:00 a.m. Eastern Standard Time, with the contracting office contact being Linda Smith (linda.smith2@nih.gov) at NIAID/AMOB in Rockville, Maryland.

This procurement carries no set-aside designation and represents a follow-on contract with the incumbent contractor, Cytek Biosciences Inc., located in Fremont, California. The estimated contract value is $68,560 for a one-year firm-fixed price purchase order with a performance period from April 28, 2026 to April 27, 2027. The maintenance services will support two Aurora flow cytometry systems located in Building 10, BSL-II/III lab 6A30, at NIAID's facility in Rockville, Maryland. Previous awards to this contractor under sequence numbers 2161755, 2138777, 2048579, 2112248, 2165876, and 2258890 were also non-competed, establishing continuity in vendor relationships and avoiding warranty voidance that would result from changing contractors. The government is not obligated to award a contract or provide feedback to respondents to this notice of intent.

To support its mission, the LIR purchased two Cytek Aurora cytometry systems over recent years. The machines are used by the LIR to immunophenotype cells isolated from peripheral blood and lymphoid tissues of participants in clinical research protocols clinical research protocols. This procurement is to co-term and continue service/maintenance for both LIR Aurora systems.
