About this opportunity

The FDA Office of Acquisition and Grant Services intends to solicit a base-year-plus-four-option-year maintenance contract for a TESCAN Mira 3 Cryo Scanning Electron Microscope, with capability statements due by August 14, 2026. The procurement is being pursued as a sole-source award to Tescan USA, Inc., though the agency has invited alternative-source capability statements.

The contracting officer determined that competition is not practicable because Tescan USA is the exclusive North American representative for supplies, accessories, and parts for its SEMs, the sole provider of proprietary software, and the only authorized company supplying certified engineers for TESCAN SEM service. Service coverage includes the Mira-3 XMU and multiple components—In-beam SE detector, Motorized Retractable Scintillator BSED (G3 and G4)—with the contractor supplying all consumables required for repairs and maintenance. The contract will be awarded as a Firm-Fixed-Price Purchase Order under simplified acquisition procedures, valued above $25,000 but at or below the Simplified Acquisition Threshold.

Alternative sources must demonstrate authorization from Tescan USA to distribute and service MIRA 3 technology and provide relevant prior contract performance history. Award is conditioned on demonstrating authorization to perform modifications, installation, commissioning, and qualification of the equipment. Submit capability statements to Contract Specialist Aarati Singal (Aarati.Singal@fda.hhs.gov) and Contracting Officer Sarah Hussain (Sarah.Hussain@fda.hhs.gov).
