About this file

This is a Presolicitation Notice for annual maintenance services of a TESCAN Mira 3 Cryo Scanning Electron Microscope (SEM). The U.S. Food and Drug Administration's Office of Acquisitions and Grants Services (OAGS), CDER Acquisition Branch, is seeking to establish a base year plus four option years maintenance contract valued above $25,000 but at or below the Simplified Acquisition Threshold. The procurement will be awarded as a Firm-Fixed-Price Purchase Order using simplified acquisition procedures. The contractor must provide service coverage for the Mira-3 XMU and multiple components including In-beam SE detectors and Motorized Retractable Scintillator BSED (G3 and G4), along with all consumables required for repairs and maintenance work.

The notice identifies Tescan USA, Inc. (CAGE Code 0FX68, located at 765 Commonwealth Drive, Suite 101, Warrendale, Pennsylvania 15086) as the intended single-source contractor. The Contracting Officer has determined that competition is not practicable because Tescan is the exclusive and sole North American representative for supplies, accessories, and parts for its SEMs, the sole source provider of proprietary software, and the only authorized company providing certified engineers to service Tescan SEMs. Capability statements from alternative sources are invited by August 14, 2026, at 10:00 AM Eastern Time to be submitted to Contract Specialist Aarati Singal (Aarati.Singal@fda.hhs.gov) and Contracting Officer Sarah Hussain (Sarah.Hussain@fda.hhs.gov). Respondents must demonstrate authorization from Tescan USA to distribute and service MIRA 3 technology and provide relevant prior contract performance history. Award of a contract is conditioned on demonstrating authorization from Tescan USA to perform modifications, installation, commissioning, and qualification of the equipment.
