About this opportunity
The Centers for Disease Control and Prevention seeks annual maintenance and subscription support for existing Government-owned Itasca numerical modeling software licenses (3DEC, FLAC3D, and Griddle), with quotations due September 14, 2026, at 12:00 PM EST. The procurement is a sole-source acquisition; Itasca Consulting Group, Inc. is the identified intended source, though the Government will consider quotations from other responsible sources demonstrating capability.
Place of performance is Atlanta, Georgia, with work performed at the contractor's facility. The contract covers 12 months of maintenance support, from September 17, 2026, through September 16, 2027, for two 3DEC licenses, one FLAC3D license, and one Griddle license (four perpetual Government-owned licenses identified by specific serial numbers). The contractor must be the original developer or authorized distributor of ITASCA modeling software and must provide version upgrades, security patches, remote technical support during standard business hours (Monday–Friday, 8:00 AM to 5:00 PM Eastern Time), and license activation and renewal capabilities. Annual software subscription activation must be delivered via email within 5 business days of award. The NAICS code is 513210, Software Publishers; PSC is 7A21, IT and Telecom—Business Application Software (Perpetual License Software).
Award will be made on a firm-fixed-price basis to the responsible quoter whose quotation conforms to requirements and whose price is determined fair and reasonable. Quotations must remain valid for 30 calendar days after the due date. Quotations should be submitted electronically in PDF format to Contract Specialist Alyssa Thomas at ah78@cdc.gov. The Government attachment requires contractors to disclose and document all planned AI tool use for contracting officer approval before implementation.
Notice text
The Centers for Disease Control and Prevention (CDC) intends to acquire annual maintenance/subscription support for existing Government-owned ITASCA 3DEC, FLAC3D, and Griddle perpetual software licenses from Itasca Consulting Group, Inc. The Contracting Officer has determined that only one source is currently known to be capable of satisfying the requirement because the acquisition requires continued maintenance, software updates/upgrades, licensing support, and technical support for the Government's existing proprietary ITASCA licenses.
All responsible sources may submit a quotation or capability information in response to the attached RFQ. Timely responses will be considered by the Government.
