About this opportunity

The Department of the Air Force Pacific Air Forces is seeking a qualified contractor to provide annual aerial maintenance and equipment testing services for emergency vehicles and equipment at Misawa Air Base. The contractor must deliver comprehensive inspection, testing, and certification of fire department aerial devices, breathing air compressors, confined space equipment, fire vehicle pumps, ARFF systems, and rescue equipment in strict compliance with NFPA, NIOSH, AFOSH, and OSHA standards. Eligible offerors must possess specific certifications including SNT-TC-1A Level II technician certification for aerial ladders, Bauer Compressor Service Technician Certificates, MSA confined space equipment certifications, Emergency Vehicle Technician (EVT) certification, Hurst equipment certifications, and Aerial Device Maintenance certification, and must demonstrate similar service performance history at U.S. installations within three years of the solicitation issuance date. The government will evaluate proposals based on technical acceptability—determined by certifications and documented performance history—and price reasonableness for technically acceptable offers, with award made on an all-or-none basis to a single fully qualified source representing best value. The solicitation (FA520526QB044) was posted on March 23, 2026, with proposals due by April 8, 2026 at 10:00 a.m. EST, and all interested parties must be actively registered in the System for Award Management (SAM) and Wide Area Workflow (WAWF).

This procurement carries no small business set-aside designation and is available to all eligible contractors meeting the specified requirements. Performance is scheduled between August 1 and September 30, 2026, with work to be completed within ten days of commencement at Misawa Air Base in Aomori, Japan. The contractor will perform annual maintenance on two aerial apparatus (Quint Ladder Truck Ladder 15 and Water Tower Snozzle Crash 10), two Bauer breathing air compressors, confined space equipment and hose systems, structural and ARFF fire vehicle pumps, and various rescue tools and equipment. Work hours are Monday through Friday from 8:00 a.m. to 4:30 p.m., with the government conducting 100% sampling surveillance and requiring 100% acceptance quality level due to the critical nature of firefighting equipment. All parts, labor, materials, tools, equipment, and transportation costs must be included in a single quoted price with no separate pricing accepted, and the contractor must provide detailed inspection reports documenting all maintenance performed, repairs made, test results, and equipment service status.
