About this opportunity

The National Aeronautics and Space Administration (NASA) Headquarters has issued a Special Notice announcing an Announcement for Partnership Proposals (AFPP) for the Cyclone Global Navigation Satellite System (CYGNSS) mission. This solicitation, posted on January 8, 2026, invites external organizations to submit innovative partnership proposals to support the operations and data collection activities of this Earth Science satellite mission. The opportunity is designed to foster collaborative arrangements that leverage NASA resources while advancing the commercial remote sensing industry. Interested parties must access the complete solicitation details through NASA's Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) at https://nspires.nasaprs.com. An amendment to the original notice extended the submission deadline to February 26, 2026.

The primary objective of this AFPP is to enable more impactful exploitation of NASA's Earth Science resources through strategic partnerships that provide clear benefits to selected organizations. Prospective partners must submit their proposals by February 26, 2026 at 4:00 PM Eastern Standard Time, with no specific eligibility restrictions indicated for participation. Interested parties are required to regularly monitor the official AFPP website at https://go.nasa.gov/afppcygnss for updates, meeting announcements, and additional guidance documents. NASA explicitly notes that no funding will be provided under these partnership agreements, which will be structured as either Non-Reimbursable or Reimbursable Space Act Agreements. Technical inquiries regarding the proposal requirements should be directed to Beth Weinstein, Deputy Associate Director for Flight, at hq-esdpartnerships@mail.nasa.gov, with all communications using the subject line "CYGNSS AFPP."
