About this opportunity
NASA/NSSC issued a sole-source Special Notice on August 19, 2026 for anisotropic mechanical behavior characterization of additively manufactured components, with capability statements due by 3:00 p.m. Central Time on August 21, 2026. NASA intends to award this non-commercial contract to the University of Arizona under FAR 12.102(a), determining it the sole provider of the required expertise. Performance will occur at NASA Marshall Space Flight Center.
The requirement involves comprehensive characterization and testing of Laser Powder Bed Fusion oxide dispersion-strengthened alloy samples over a nine-month period (approximately August 2026 through May 2027). Technical scope includes mechanical test data analysis, microstructural characterization using advanced methods (scanning electron microscopy, optical microscopy, electron backscatter diffraction, microhardness testing, nano-computed tomography), high-cycle fatigue testing at extreme temperatures (2000–2400 degrees Fahrenheit) on thin-wall specimens below 1 mm thickness, fractography with failure mechanism analysis, and testing of specific L-PBF alloys (GRX-810, ORCAlloy-21, 754-ODS). Deliverables include a minimum of one draft peer-reviewed journal article and quarterly status updates with active student researcher involvement.
Interested organizations may submit capability statements and qualifications in writing by the August 21 deadline. The Government will evaluate submissions solely to determine whether to conduct this procurement competitively; no quotes will be considered.
