About this opportunity
The Naval Medical Research Command (NMRC), under the Department of the Navy Naval Supply Systems Command, issued this Special Notice on April 30, 2026, announcing its intent to award a sole source contract to Thomas D. Morris, Inc. of Reisterstown, Maryland for the procurement of male Yorkshire swine for research purposes. The notice is categorized under NAICS 541940 (Veterinary Services) and PSC 8820 (Live Animals, Not Raised For Food). While this is not a competitive solicitation, the government stated it will consider all interested responses. The sole source justification is based on NMRC's limitation to three approved large swine vendors, with only Thomas D. Morris currently capable of meeting the research requirements, as the other two approved vendors are either offline due to disease concerns or unable to provide reliable estimates.
The research objective is to assess the impact of carbon dioxide on simulated disabled submarine (DISSUB) survival and decompression sickness in a 70 kg swine model to enhance crew member survival, escape, and rescue capabilities in distressed submarine scenarios. NMRC requires eight male Yorkshire/Landrace castrated swine weighing approximately 55–60 kg, disease and parasite-free, delivered across seven separate dates between May 27, 2026 and September 30, 2026, with each animal requiring a minimum five-day acclimatization period prior to research use. Interested contractors must be registered with the Systems for Award Management (SAM) prior to contract award, and the contracting officer will conduct a price analysis to determine cost reasonableness; the quoted price from Thomas D. Morris is $10,220.00 for all eight animals. Contractors responding to this notice should note the firm deadline of May 7, 2026 and understand that this procurement will proceed under FAR Part 12 Commercial Items guidelines.
