Justification and Approval for Other Than Full and Open Competition
This is a Justification and Approval for Other Than Full and Open Competition document submitted by the Naval Medical Research Command (NMRC), Silver Spring, Maryland, on behalf of the U.S. Navy. The acquisition seeks to procure male Yorkshire swine (Sus scrofa) weighing approximately 55-60 kg, disease and parasite-free, for use in Undersea Medicine research protocol 25-10 UMD. The animals must be delivered according to a specified schedule from May 27, 2026 through September 30, 2026, with a total of 8 animals required across multiple delivery dates. Each animal requires at least five days of acclimatization prior to use, in accordance with veterinary medicine and animal care guidelines at WRAIR/NMRC.
The justification for sole source procurement under 10 U.S.C. 2304(c)(1) and FAR 6.302-1 is based on NMRC's limitation to three approved large swine vendors, with only one—TD Morris—capable of providing the requested animals at the present time. Oak Hill Genetics is offline due to Porcine Reproductive and Respiratory Syndrome Virus (PRRSV), and Premiere BioSource cannot provide an estimate due to sporadic animal availability. TD Morris quoted $10,220.00 and is able to supply all eight animals according to the requested schedule. The contracting officer must conduct a price analysis to determine cost reasonableness before award. Market research was completed by UMD staff with veterinary support. No other sources have expressed written interest, and NMRC has no plans to compete future contracts for these supplies unless another potential source emerges.

OTHER THAN FULL AND OPEN COMPETITION
1. Identification of the agency and the contracting activity.
This sole source justification is submitted by the Naval Medical Research Command (NMRC), Silver Spring, MD, on behalf of the U. S. Navy to meet the Naval Medical Research and
Development mission.
2. Nature and/or description of the action.
The purpose is to order research animals (Yorkshire swine) for use in Undersea Medicine research protocol 25-10 UMD.
3. Description of Supplies or Services:
This protocol requires male Yorkshire swine (Sus scrofa) of similar body mass/weight, approximately 55-60 kg, free of disease and parasites, to be used in Undersea Medicine research.
The animals are required to be delivered prior to the intended use date as each animal requires at least five days of acclimatization to the research facility, in accordance with veterinary medicine and animal care guidelines at WRAIR/NMRC. The requested schedule is as follows: 27 May 26
(n=1), 03 June 26 (n=1), 17 Jun 26 (n=2), 01 Jul 2026 (n=1), 15 Jul 2026 (n=1), 05 Aug 2026 (n=1), 30 Sept 2026 (n=1).
4. Identification of the statutory exceptions permitting other than full and open competition.
The statutory exception permitting other than full and open competition for this acquisition is 10
U.S.C. 2304(c)(1) and FAR 6.302-1 sole source (including brand name) acquisitions or FAR
13.106-1(b)(1) soliciting from a single source.
5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
NMRC ONLY has three approved vendors to provide large swine animal models to the institute with ONLY ONE of those vendors capable of providing the requested animals at this time. Two of the three approved large swine vendors were contacted to obtain estimates for 55-60 kg research swine free of disease and parasites. The third vendor (Only one vendor was able to provide an estimate.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research was completed for proposed vendors by UMD staff members with the support of the WRAIR/NMRC veterinary staff.
7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer shall determine the anticipated cost to the Government of the supplies/services covered by this Justification and Approval will be fair and reasonable by conducting a price analysis before an award is made.
8. Description of the market survey conducted and the results, or a statement of the reasons a market survey was not conducted.
Market research was conducted by the Undersea Medicine Department at NMRC. NMRC ONLY has three approved vendors to provide large swine animal models to the institute with ONLY
ONE of those vendors capable of providing an estimate at this time. The three approved large animal swine vendors were contacted to obtain estimates for 55-60 kg research swine free of disease and parasites. Only one vendor was able to provide an estimate.
The results of the market research are displayed below.
Oak Hill Genetics: offline for distribution due to a Porcine Reproductive and Respiratory
Syndrome Virus (PRRSV). Until they have been cleared to resume services, we cannot accept animals for use.
TD Morris: $10,220.00
Able to provide 8 large animal swine 55-60 kg in size according to the schedule requested.
Premiere BioSource - contacted and unable to provide an estimate due to sporadic animal availability : (see supporting documentation)
9. Other facts supporting the use of other than full and open competition.
We are able to procure male Yorkshire swine (Sus scrofa), of appropriate mass/weight, approximately 70 kg from the approved vendor, TD Morris. This allows procurement from a small business as well. Out of the approved vendors, only one will meet the standard at this time.
10. Listing of Sources, if any, which expressed, in writing, an interest in the acquisition.
To date, no other sources have written to express an interest.
11. Statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
Future requirements will be synopsized in accordance with FAR 5.203. For the reasons set forth in
Paragraph 5, (contracting activity) has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, NMRC will assess whether competition for future requirements are feasible.
12. Point of Contact:
