About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 20 (VISN 20) is conducting market research to identify potential vendors for comprehensive home oxygen services throughout Alaska. The government seeks a contractor to provide all supplies, materials, equipment, transportation, labor, and related services necessary for home oxygen therapy to Veterans beneficiaries served by the Anchorage VA Medical Center and its affiliated Community Based Outpatient Centers. Key contract requirements include 24/7 availability and service delivery, including holidays, with initial equipment setup completion within eight hours of request and emergency response within four to six hours. Contractors must comply with Joint Commission standards for homecare, maintain detailed documentation and monthly reporting with delivery tickets and maintenance records, and provide patient education at setup and every six months thereafter. The evaluation criteria emphasize the contractor's ability to meet strict operational specifications and service timeframes, with responses due by April 17, 2026, to both primary and secondary points of contact, accompanied by a capabilities statement and the company's Unique Entity Identification (UEI) number.

This is a pre-solicitation notice with no set-aside designation, and no incumbent contractor or award value has been specified at this stage of the market research process. The contract will serve approximately 300 oxygen-dependent patients currently receiving care through VISN 20 locations spanning multiple Alaska communities, including Anchorage, Soldotna, Mat-Su, Juneau, Homer, Fairbanks, and Elmendorf-Richardson. The scope includes provision of stationary concentrators, portable concentrators, oxygen cylinders, tubing, cannulas, masks, humidifiers, and water traps, along with twice-annual equipment maintenance visits and bi-weekly supply changes at no additional charge beyond contract pricing. Contractors must also provide ventilator management services for qualifying patients, including monthly home visits by a Registered Respiratory Therapist, ventilator equipment tracking, and specialized training in ventilator operation and airway management. The government is actively soliciting feedback on potential barriers to competition and recommendations regarding the draft Performance Work Statement prior to formal solicitation.
