About this opportunity
NAVSUP Fleet Logistics Center Norfolk seeks procurement and shipment of anchor chain components—four 2-inch by 90-foot stud anchor chains to ABS Grade 3 specification and ten 2-inch detachable connecting links—with quotes due May 20, 2026 at 9:00 AM Eastern. This is a sole source award to Lister Chain & Forge, Inc., and the procurement is set aside 100% for women-owned small businesses (WOSB).
Place of performance is Norfolk, Virginia, with delivery required to Fleet Support Center, Building NH 35 RSO NSA Norfolk by September 30, 2026. The NAICS code is 332111, Iron and Steel Forging; PSC is 2040, Marine Hardware and Hull Items. All items must meet or exceed minimum specifications outlined in MIL-L-2710B and TT-V-51 Asphalt Black Varnish finish standards.
The requirement supports Carrier Strike Group Four. Lister Chain & Forge is the sole identified U.S. domestic manufacturer of large-diameter anchor chain produced to both Navy and ABS specifications; all manufacturing is completed in Blaine, Washington. A second domestic producer manufactured this product until 2013 when it defaulted. The sole source justification is grounded in DFARS 252.225.7004-5, which restricts acquisition of welded shipboard anchor and mooring chain to U.S. manufacture with U.S.-sourced components exceeding 50 percent of total costs. Lister's chain is 100% U.S.-made and compliant.
Evaluation is based on two factors: Factor I—proof of authorization as a Lister Chain & Forge authorized reseller with required certifications (acceptable/unacceptable basis)—and Factor II—price. Award will be made to the responsible vendor offering best value. Quotes must be held firm for thirty days and include CLIN dollar amounts and supporting documentation such as previously paid invoices, sales history, and price lists with effective dates.
