About this file
This is a Justification and Approval (J&A) document for a sole source procurement action. The requiring activity is N09577 Carrier Strike Group Four, TSVRON, Norfolk VA, with contracting conducted by NAVSUP Fleet Logistics Center (FLC) Norfolk. The procurement seeks to acquire anchor chain for TSV4 Narragansett as a new Federal Supply Schedule task order to Lister Chain & Forge (CAGE Code 0FXJ9), with a firm-fixed-price arrangement anticipated. The required delivery date is 30 September 2026.
Lister Forge is the sole identified source and only known U.S. domestic manufacturer of large-diameter anchor chain (1/2" and greater) produced to both US Navy and ABS specifications, with all manufacturing processes completed in Blaine, WA 98230, including cutting, heat treating, quality control, testing, shot blasting, welding, and forging. The procurement is justified under section 8041 of the Fiscal Year 1991 DoD Appropriations Act (Pub. L. 101-511) and DFARS 252.225.7004-5, which restrict acquisition of welded shipboard anchor and mooring chain unless manufactured in the United States with U.S.-sourced components exceeding 50 percent of total component costs. Lister Forge's chain is 100% U.S.-made and compliant with these requirements. Market research confirmed that the specific chain product is available only through Lister Chain & Forge; a second domestic producer manufactured this product until 2013 when they defaulted due to lack of available work. The justification was certified on 13 May 2026 and approved by the Contracting Officer on 14 May 2026.

101-511) and similar sections in subsequent DoD appropriations acts, do not acquire welded shipboard anchor and mooring chain, unless—
(1) It is manufactured in the United States, including cutting, heat treating, quality control, testing, and welding (both forging and shot blasting process); and
(2) The cost of the components manufactured in the United States exceeds 50 percent of the total cost of components.
(b) The statute at 10 U.S.C. 4864 also restricts acquisition of welded shipboard anchor and mooring chain, when used as a component of a naval vessel; however, the Appropriations Act restriction described in paragraph (a) of this section takes precedence over the restriction of 10 U.S.C. 4864 cited in 225.7004-2(b)(6).
