About this opportunity

The Department of the Army Medical Command through the Health Readiness Contracting Office at Fort Bragg is seeking to procure annual accreditation services for their Clinical Nurse Transition Program (CNTP) at Womack Army Medical Center. This sole-source contract will be awarded to the American Nurses Credentialing Center (ANCC) for their Practice Transition Accreditation Program, which will provide independent accreditation for the medical center's six-month bachelor-prepared nurse transition program. The contract aims to ensure that new graduate Army nurses receive high-quality educational opportunities that exceed industry standards through an accredited transition program. The solicitation was posted on July 24, 2025, with a firm deadline for offers of August 7, 2025, at 3:30 PM local time. This procurement falls under NAICS code 611710 for Educational Support Services and PSC code R420 for professional certification and accreditation support services.

While the solicitation description mentions no set-aside is used, the government file indicates this is actually set aside as a Women-Owned Small Business (WOSB) opportunity, with the American Nurses Credentialing Center identified as the intended sole-source contractor. The contract structure includes a base period plus four option periods, running from August 2025 through August 2030, covering approximately 120 students over the five-year term. The program directly impacts 20-25 Army nurses annually and trains over 50 percent of the inpatient medical surgical nursing services staff at the facility. The contract consists of multiple line items including an initial application fee and annual accreditation fees due each August, with performance taking place at Fort Liberty, North Carolina. The six-month duration of Womack's program makes ANCC the only viable accreditation option, as other bodies like the Commission on Collegiate Nursing Education require 12-month programs for accreditation eligibility.
