3. Description of Services or Supplies: This contract will pay the annual accreditation fees for approximately 120 students for the next five years.

Womack Army Medical Center, as designated by the Defense Health Agency (DHA), is responsible for conducting residency and fellowship programs to train new graduate nurses in support of the Army’s mission. The Clinical Nurse Transition Program (CNTP) at WAMC directly influences 20-25 Army nurses every year, training over 50 percent of the total staffing for inpatient medical surgical nursing services. Therefore, accreditation of the CNTP directly impacts the quality of nursing provided to all beneficiaries and families in the Fort Bragg, NC marketplace. This is a sole source requirement with the ANCC. This organization sets the global standard for six-month residency programs that transition registered nurses (RNs) into new practice settings. ANCC utilizes evidence -based criteria to evaluate transition programs and ensure demonstrated excellence. This accreditation has been achieved by Walter Reed National Military Medical Center (WRNMMC) and has been maintained for over 5 years with distinction. Womack Army Medical Center (WAMC) is seeking to match the excellence demonstrated by WRNMMC.

Period of Performance: 1 August 2025 to 31 July 2030 or

4. Authority:

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

a. The American Nurses Credentialling Center (ANCC) accredits Bachelor prepared nurse transition to practice programs that are a minimum six months in length b The Commission on Collegiate Nursing Education (CCNE) accredits Bachelor transition to practice programs that are a minimum of 12 months in length, Womack Army Medical Center is not eligible to apply for accreditation through the CCNE as our program is only 6 months in length.

c. While there are multiple agencies that accredit Bachelor Nursing Transition to practice programs the length of our program makes us only eligible for accreditation from the ANCC PTAP. The length of our training program is dictated by the Chief of the Army Nurse Corps and cannot be lengthened to increase competition for accreditation services. We are currently accredited by the ANCC PTAP.

d. The Clinical Nurse Transition Program (CNTP) at WAMC directly influences 20-25 Army nurses every year, training over 50 percent of the total staffing for inpatient medical surgical nursing services. Therefore, accreditation of the CNTP directly impacts the quality of nursing provided to all beneficiaries and families in the Fort Bragg, NC marketplace. This contract is required in order to pursue the Commander’s vision of ready reliable care by ensuring that the new graduate, bachelor prepared Army Nurses have the best educational opportunity and that the transition program is exceeding industry standards with accreditation from an independent reviewing body.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at 5.202(a)(13)(i).
