About this opportunity
The Department of Homeland Security Customs and Border Protection (CBP) published a Special Notice regarding an Analysis/Forensic Examination System on June 24, 2025, with responses due by June 26, 2025. This notice specifically relates to the U.S. Border Patrol Law Enforcement Operations Directorate (USBP LEOD) and their existing Cellebrite equipment and licensing deployment used nationwide for forensic examination capabilities. The notice explicitly states it is not a request for competitive quotes and no solicitation is currently available, as this represents a sole source synopsis. The requirement falls under NAICS code 541511 (Custom Computer Programming Services) with a size standard of $34.0 million and PSC code 7A21 for IT and Telecom Business Application Software. CBP conducted market research in accordance with FAR Part 10 to identify technology-enabled solutions that could support USBP requirements.
The primary purpose of this Special Notice is to inform the marketplace that CBP has determined through comprehensive market research that existing Cellebrite equipment and licenses are proprietary to Cellebrite, justifying a sole source approach. The agency's research methodology included internet searches, vendor websites, analysis of tools used across CBP investigative components, and program office expertise gained through trade shows and industry communications. CBP maintains separate acquisitions with competitor vendors to meet specific forensic capabilities and provide alternative systems when primary vendor products cannot meet extraction or analysis requirements during updates or development periods. Interested parties may identify their interest and capability to respond to future similar requirements, with all information received after publication being considered solely to determine whether competitive procurement should be conducted in the future. The notice serves as market research documentation and establishes the foundation for potential sole source acquisition of forensic examination system capabilities.
Notice text
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS IS A SOLE SOURCE SYNOPSIS.
Market research was conducted and documented in accordance with FAR Part 10. USBP LEOD has identified and researched technology-enabled solutions for comparison that could be used to support USBP requirements. Research included internet searches, vendor public facing internet sites, research of the tools used within CBP amongst other investigative components (e.g., AMO, OPR), and personal knowledge of the Program Office officials through years of learning about various investigative tools as part of trade shows, training, and communication with industry.
The market research revealed that the existing Cellebrite equipment and licenses deployed and utilized nationwide are proprietary to Cellebrite. USBP has separate acquisitions with some of the other competitor vendors to meet requirements for specific forensic capabilities and as an alternative system in the event one vendor product is unable to meet extraction/analysis requirements while pending hardware/firmware updates and/or additional development.
The North American Industry Classification System code (NAICS) for this requirement is 541511 Custom Computer Programming Services, size standard $34.0 million. The Product Service Code (PSC) is 7A21, IT and Telecom - Business Application Software (Perpetual License Software).
Interested parties may identify their interest and capability to respond to future similar requirements. All information received after publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
