About this opportunity
The Department of Energy's Energy Security Division has published a Special Notice regarding its intent to sole-source a contract for analysis and reporting on global energy events, specifically focusing on Iraq's oil market. The agency plans to award this contract to Strategic News International Inc. (SNI) for a 12-month base period with four additional 12-month option periods, beginning November 10, 2025. The contract will provide the Energy Security Division with essential information for timely and comprehensive reporting on energy developments affecting Iraq and its oil market, which represents a consistent area of interest for DOE stakeholders. This procurement is being conducted under the authority of 41 USC 3304(a)(1) as implemented by FAR 6.302-1, indicating a sole-source justification. The contract falls under NAICS code 541611 for Administrative Management and General Management Consulting Services.
The primary objective of this Special Notice is to inform potential contractors that DOE intends to sole-source this requirement due to SNI's unique capabilities, including their network of over a dozen full-time in-country reporters and researchers providing comprehensive Iraq oil market intelligence. The services will include monthly reports tracking crude oil production and exports, news articles, and financial and oil production datasets specifically focused on Iraq's energy sector. Interested parties may submit capability statements to Bryan Bentley at Bryan.Bentley@hq.doe.gov within 15 days of the posting date, which establishes an August 25, 2025 deadline. However, the government retains sole discretion regarding whether to compete this procurement, suggesting limited opportunity for alternative contractors to participate. The subscription products and services are designed to provide DOE with consistent, reliable information about factors impacting Iraq's oil market and potential effects on the global oil market, supporting the agency's energy security mission requirements.
Notice text
