About this file

This document is a Notice of Intent (NOI) from the Department of Energy (DOE) to sole-source a contract with Strategic News International Inc. (SNI) for a 12-month base period with 4 additional 12-month option periods, starting 11/10/2025. The Energy Security Division (ESD) intends to purchase subscription products and services focused exclusively on Iraq's oil market, including monthly reports with crude oil production and export tracking, news articles, and financial and oil production datasets.

DOE has determined that SNI is the only source capable of providing comprehensive, high-quality information about Iraq's oil market, citing the company's network of over a dozen full-time in-country reporters and researchers. Interested parties can submit a capability statement to Bryan Bentley at Bryan.Bentley@hq.doe.gov no later than 15 days from the posting date, with the understanding that the government retains sole discretion on whether to compete the procurement. The contract will be awarded under the statutory authority 41 USC 3304(a)(1), as implemented by FAR 6.302-1.

This is a Notice of Intent; NO SOLICITATION IS AVAILABLE FOR THIS REQUIREMENT.

The Department of Energy (DOE), located at 1000 Independence Avenue SW, Washington, DC - 20585, is issuing this Notice of Intent (NOI) to inform industry of the Government's intent to sole- source this contract action using the statutory authority 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” DOE is proposing to award for a base period of 12 months (beginning 11/10/2025 – 11/09/2026) and 4 (12-month) option periods. The intended contractor is Strategic News International Inc, located at 1609 Lakeway Avenue, Kalamazoo, MI 49001.

The Government intends to award a stand-alone contract to Strategic News International Inc.

(SNI). The Energy Security Division (ESD) has a critical, core mission requirement for analysis and reporting on global energy events and conditions affecting U.S. energy security interests.

SNI Iraq Oil will provide DOE with information that is essential to timely, accurate, and comprehensive reporting and analyses on energy events and developments affecting Iraq and its oil market, consistent areas of interest for DOE’s and ESD’s stakeholders. Along with products, SNI will provide access to the company’s SMEs.

ESD intends to purchase subscription products and services from SNI due to their comprehensive information specific to Iraq’s oil market. The company’s Iraq focused products— monthly reports with a synopsis of crude oil production and exports tracker, news articles, and financial and oil production datasets—provide analysis and context for readers on the political, economic, security, and operational developments impacting Iraq’s oil. No other source, including traditional news venues, provides products that are singularly focused and comprehensively cover Iraq and the factors affecting Iraqi oil. Additionally, the insights provided by SNI’s network of in-country staff include more than a dozen full-time reporters and researchers throughout the country, provide customers such as DOE with consistent, reliable information on what is occurring in Iraq specific to its oil market and reserves and potential factors impacting the global oil market. In summary, no other information provider has sourcing, access, or historic knowledge to provide products comparable to SNI in either quality, accuracy, or the utility needed for informing ESD’s products.

If any firm believes DOE should not pursue this sole source procurement with SNI., then interested parties may submit a capability statement, which shall be considered by the agency NO LATER THAN 15 days from posting date via e-mail to Bryan Bentley, Bryan.Bentley@hq.doe.gov. The written response must include a general statement for the services indicated in this announcement and past performance client information for a similar product.

A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future.
