About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 has published a Special Notice announcing their intent to award a sole source contract for the Veteran Control Group Repository project. This notice, posted on August 1, 2025, pertains to expanding the Post-Deployment Cardiopulmonary Evaluation Network (PDCEN) Control Group and Repository initiative. The contract will be awarded exclusively to the Regents of the University of Michigan to support the War Related Illness and Injury Study Center (WRIISC). The opportunity falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences and carries the product service code AN42 for Health R&D Services. The government has determined through market research that the University of Michigan is the only vendor capable of meeting the East Orange VA Medical Center's requirements under FAR 6.302-3 for expert services.
The primary objective of this contract is to build upon the success of an initial PDCEN Control Group and Repository project by recruiting a second group of 25 military veterans who are completely free of symptoms and diseases. The study aims to enhance repository data by including both deployed and non-deployed veterans as control subjects for research into deployment-related airborne hazards and respiratory health effects. Key deadlines include Expression of Interest submissions by August 6, 2025, at 10:00 AM EST, with final responses due August 8, 2025, at 10:00 AM EST. The performance period spans from September 14, 2025, through September 13, 2026, with potential for two additional option years. The contractor will be responsible for developing study protocols, obtaining regulatory approvals, screening up to 100 potential volunteers annually, collecting cardiopulmonary physiological data, and implementing quality control procedures to support clinical translational research into war-related illness and injury outcomes.
