About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 4 has published a Special Notice announcing its intent to award a sole source contract to the University of South Florida for specialized research laboratory services. This pre-solicitation notice indicates that the VA does not intend to conduct open competition through SAM.gov, as it has determined that only one vendor possesses the requisite capabilities to fulfill the requirement. The notice was posted on March 23, 2026, and provides an opportunity for interested parties to submit inquiries regarding the sole source determination. The contracting officer, Ann Marie Stewart, can be reached at annmarie.stewart@va.gov or 401-919-0878 for questions about this procurement action.

The purpose of this procurement is to obtain specialized research support for the VA Ann Arbor Health Care System Research Department, specifically advanced lipidomic analysis services for plasma samples including eicosanoid quantification and comprehensive data reporting with pathway analysis and interpretive summaries. The University of South Florida has been selected as the sole source vendor based on its established collaboration with the Ann Arbor VA and unique expertise in advanced lipidomic analysis, which the VA determined would avoid substantial cost duplication and unacceptable delays to critical research efforts. The contract will be structured as a one-year firm fixed-price purchase order, and interested parties may submit inquiries by email only to the contracting officer with a response deadline of March 30, 2026 at 3:00 PM Eastern Time. The procurement falls under NAICS code 541715 (Research and Development in Physical, Engineering, and Life Sciences) with a 1,000 employee size standard, and the Product Service Code is AN41. Since this is a sole source procurement, no competitive solicitation will be posted on SAM.gov.
