About this file
This is a Special Notice Pre-Solicitation Notice announcing the Department of Veterans Affairs' intent to award a sole source contract to the University of South Florida for specialized research laboratory services. The VA intends to negotiate a firm fixed-price purchase order with the University of South Florida (4202 E Fowler Ave, Tampa, FL 33620) for a one-year period to provide lipidomic analysis services for the VA Ann Arbor Health Care System Research Department. The primary service involves analysis of plasma samples for eicosanoid quantification, including prostaglandins, leukotrienes, and specialized pro-resolving mediators (resolvins, protectins, and maresins). Additional services include comprehensive lipidomic data reports with pathway analysis and interpretive summaries, expertise in data interpretation and integration of findings with clinical and mechanistic outcomes, and contributions to manuscripts, grant progress reports, and presentations.
The University of South Florida has been selected as the sole source vendor based on its established collaboration with Ann Arbor VA and specialized expertise in advanced lipidomic analysis, which the VA determined is uniquely positioned to meet the requirement and avoid substantial cost duplication and unacceptable delays to critical research efforts. The purpose of this requirement is to obtain specialized research support for the VA Ann Arbor Health Care System Research Department. The University of South Florida will provide analysis of plasma samples for eicosanoid quantification, including prostaglandins, leukotrienes, and specialized pro‑resolving mediators (resolvins, protectins, and maresins).
