About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 4, issued a Special Notice on February 5, 2026, announcing the intent to award a sole source contract to QuesGen Systems, Inc. for continued data management and analysis services supporting the TRACK-VA study at the San Francisco VA Healthcare System. This is a pre-solicitation notice indicating that no competitive solicitation will be posted to SAM.gov, as the government has determined that only one responsible source exists for this requirement. The contract will cover one year with one option year and encompasses hosting services, maintenance, technical support, data quality monitoring, and secure user access for authorized study personnel. The work is expected to continue through late 2027 or early 2028 to support the study through its final recruitment, follow-up, and data analysis phases.
The objective of this procurement is to ensure uninterrupted data collection, management, and analysis for the VA-funded TRACK-VA project without incurring the substantial costs and delays associated with migrating to an alternative platform. The sole source justification is based on FAR 6.302.1-1 (Only One Responsible Source), as the government determined that transitioning the already-established TRACK-VA database to a different system would require duplicative effort, introduce a projected 3-6 month delay, and jeopardize data integrity during the study's critical final year of recruitment and data processing. Interested parties have until February 12, 2026, at 11:59 PM Eastern Time to submit any challenge or statement of capability to Ms. Millicent Covert, the Contracting Officer, at millicent.covert@va.gov. The applicable NAICS code is 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) with a $40 million size standard, and the Product Service Code is AN41 (Health R&D Services; Health Care—Other; Basic Research).
Notice text
Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. Regional Procurement Office (RPO) - East intends to negotiate a sole source contract for a one (1) year base period to include one (1) option year with QuesGen Systems, Inc., located at 1325 Howard Avenue, #437, Burlingame, California, 94010, for the San Francisco VA Healthcare System for continued hosting services, maintenance, and as-needed technical support of the existing TRACK-VA database; data quality monitoring; and secure user access for authorized study personnel throughout the completion of TRACK-VA activities. These services are essential to ensure uninterrupted data collection, management, and analysis for the VA funded TRACK-VA project through the end of recruitment, follow-up, and final data analyses, which are expected to continue through late 2027/early 2028.
Because the TRACK-VA database is already established and nearly complete on the QuesGen Systems, Inc. platform, transitioning to an alternative data management and analysis system is not operationally or financially feasible. Establishing a new contract and recreating the database on a different platform would incur substantial costs for duplicative effort (e.g.: data migration, system configuration, revalidation, and staff retraining), require extensive personnel effort for data transfer and quality control, and introduce a projected 3 6-month delay in the study progress. These disruptions would create a significant risk to data integrity and continuity.
Furthermore, the VA-funded TRACK-VA study is in its final year of recruitment and follow-up, and the project team is currently focused on data processing and analysis. A change in the data management system at this stage would impose a considerable burden on project staff and would jeopardize the timely completion of the study s scientific aims.
Since the intent is to procure this on a sole source basis, no solicitation will be posted to SAM.gov Contract Opportunities. The applicable NAICS code is 518210, with a $40M size standard. The PSC is AN41. The authority for this action is FAR 6.302.1-1 Only One Responsible source, and no other supplies or services will satisfy agency requirements.
Interested persons may contact the Contracting Officer via email at millicent.covert@va.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
