About this opportunity
The Department of Veterans Affairs Veterans Health Administration Regional Procurement Office East issued a notice of intent to sole source a five-year contract to University of Connecticut Health Center for reprogrammed stem cells for osteoarthritis, with capability submissions due by 10:00 AM EST on August 6, 2026. This is not a competitive procurement; the VA reserves the right to conduct competitive bidding based on responses received. Responsible sources may submit capability information demonstrating ability to perform the required work under the attached Statement of Work. The contract covers development of 18 inducible pluripotent stem cell lines derived from articular chondrocytes and bone marrow across six donors, with 3–5 clones per line and three cryopreserved vials per clone. All work must be performed in-house without subcontracting, with deliverables staggered across three tasks over the base year (August 1, 2026 through July 30, 2027) plus four option years. Performance occurs at the contractor's facility; the VA supplies donor tissues. Payment is firm-fixed-price, issued upon completion of each iPSC line and verification of successful reprogramming using Sendai virus methodology. All submissions must be sent via email to Contract Specialist Mae McGarry at Mae.McGarry@va.gov; telephone inquiries will not be accepted. The Government bears no responsibility for response preparation costs, and no question-and-answer period will be held.
