About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 145 units of amplifier-modulator replacement parts under NSN 7H-5895-014853306-GL through a sole source acquisition. The government intends to negotiate with only one source under FAR 6.302-1 authority, as they do not own the technical data rights needed to competitively procure or repair these parts, and it has been determined uneconomical to purchase the data rights or reverse engineer the components. While this is planned as a sole source procurement, all responsible sources may express interest and capability to respond to the requirement within 45 days of the February 6, 2025 posting date, or within 30 days if awarded under an existing Basic Ordering Agreement. Additionally, interested parties have 15 days from the notice date to identify their capability to satisfy the requirement with commercial items. The final due date for this opportunity is July 24, 2025, with delivery terms specified as FOB origin.
This procurement does not utilize any set-aside designations and no current contractors or incumbents are specifically identified in the notice. The specific award value or budget range is not disclosed in the pre-solicitation documentation. The quantity explicitly stated is 145 units of the amplifier-modulator parts, with technical specifications referenced as TDP VER 005 and part number 5D89702G01. The procurement falls under the IT and Telecom category for analog voice products hardware, and the items may be subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions depending on which DFARS clauses are included in the final solicitation. The government has indicated that FAR Part 12 commercial item acquisition policies will not be applied to this procurement based on their market research.
