About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring American Telephone and Telegraph (AT&T) Virtual Private Network (VPN) Service, specifically NBIPVPN-E-300m Port 1 GB Dedicated Ethernet Access with site visit and circuit installation capabilities. This is a sole source procurement justified by the existing Air Force VPN network infrastructure being built entirely around AT&T technology, with no viable alternatives identified through searches of GSA Advantage, GSA 2 GIT, NASA SEWP, AbilityOne, and UNICOR. The contract requires AT&T to provide all parts, materials, equipment, and shipping necessary to deliver ongoing VPN capabilities with delivery not to exceed 30 days after Receipt of Order. Award will be made to the technically acceptable vendor with the lowest evaluated price on a firm-fixed-price basis. The quotation due date is April 2, 2026, with the original deadline having been March 25, 2026 at 3:00 PM Central Standard Time, and all vendors must be registered in the System for Award Management (SAM) database to be eligible. Quotations must be submitted via email to Contracting Officer Bryce Cornish at Bryce.cornish@us.af.mil.
This procurement uses no set-aside designation and is restricted to AT&T Corporation (Cage Code: 0LUL1, Large Business classification) as the sole source provider based on operational compatibility requirements. The contract is structured as a base year plus four option years, with each 12-month performance period beginning May 15, 2026 and extending through May 14, 2031, for a total potential contract duration of five years. The solicitation includes five separate Contract Line Items (CLINs 0001 for the base year and 1001-4001 for option years), each covering 12 months of service with identical scope. The place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma, with inspection and acceptance occurring at both destination and origin locations. All deliverables and correspondence should be directed to Noah Pope at 7532 Joint Star Drive, Building B9001, Room 183, Tinker AFB, Oklahoma 73145.
