About this opportunity
The NASA Shared Services Center has published a Special Notice announcing its intent to award a sole source blanket purchase agreement to the American Institute of Aeronautics and Astronautics, Inc. (AIAA) for agency-wide subscription access to AIAA journals and research papers. This notice is issued under the authority of 41 U.S.C. 1901 and FAR 12.201-1, which permits sole source contracting for commercial items. The contract will be awarded on a firm-fixed price basis with an anticipated award date of December 31, 2025. The opportunity is classified under NAICS 519210 (Libraries and Archives) and PSC R699 (Support-Administrative: Other). While the Government intends to negotiate exclusively with AIAA, this Special Notice provides an avenue for alternative sources to be considered if they can demonstrate relevant capabilities.
The objective of this Special Notice is to secure comprehensive journal and research paper subscription services for NASA's agency-wide operations through a multi-year contract. Interested parties must formally notify the Contracting Officer of their intent and capabilities to fulfill this requirement using commercial items within three business days of the notice publication date (by December 23, 2025), although this is not a competitive solicitation. The contract is structured with one one-year base period and four optional one-year periods, providing flexibility for service continuity beyond the initial performance year. Any contractor capable of providing equivalent commercial subscription services to AIAA's offerings may submit information demonstrating their qualifications, though the Government retains sole discretion to proceed with sole source negotiations or pursue competition based on responses received. The notice emphasizes that submission of capabilities does not constitute a binding commitment; rather, it serves as information for the Government's evaluation.
