About this opportunity

The United States Patent and Trademark Office (USPTO), Office of the Under Secretary, has issued a Notice of Intent for a sole-source contract award to design, fabricate, rent, install, maintain, and optionally purchase an exhibit for the Freedom 250 initiative. The exhibit will occupy approximately 2,400 square feet within the USPTO's Alexandria, Virginia facility. This procurement is being conducted under the Alternative Competition Method pursuant to the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act, with the USPTO exempt from standard Competition in Contracting Act requirements. The intended awardee is LCOR Alexandria LLC, the building's landlord and owner-manager, which possesses unique authority and control over the facility's structure, common areas, and building systems. The estimated contract value is $1,200,000.00, classified under NAICS code 541512 for Computer Systems Design Services.

The primary objective of this sole-source procurement is to leverage LCOR's exclusive control over landlord-managed property to ensure coordinated design, construction, and management of the Freedom 250 exhibit within the occupied leased facility. All written inquiries from interested parties must be submitted via email to Yen Nguyen, Contract Specialist, or Emalee Gawrelski, Contracting Officer, by Monday, March 23, 2026, at 10:00 AM EST, with phone calls prohibited and late submissions not accepted. The contract's performance period includes a base term of five months (April 15, 2026 through September 15, 2026), followed by one three-month option period and four optional 12-month periods extending through September 15, 2031. While this is a sole-source award, the Notice of Intent provides a comment period for stakeholders to submit written questions or concerns regarding the procurement approach and justification.

Notice text

Notice of Intent – PTAG 6.1.1 Sole Source

The United States Patent and Trademark Office (USPTO), Office of the Under Secretary (OUS), intends to negotiate and award a sole‑source contract for the design, fabrication, rental (Alexandria, VA), installation, maintenance, and optional purchase of an exhibit for the Freedom 250. The primary exhibit will occupy approximately 2,400 square feet within the USPTO Alexandria, Virginia building.

This requirement will be procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and under the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A). The USPTO is exempt from the Competition in Contracting Act (CICA) for this procurement. The Federal Register notice describing the statutory authority is available at: https://federalregister.gov/a/2013-24316.

The USPTO intends to award a sole‑source order to LCOR Alexandria LLC because LCOR is the landlord and building owner-manager for the USPTO facility in which the exhibit will be constructed and installed. LCOR has unique control and authority over landlord-controlled building structure, common areas, loading and delivery access, staging locations, construction scheduling, alteration approvals, and coordination with base‑building systems and building management (including electrical, Heating Ventilation and Cooling (HVAC), fire/life safety, and security-related systems). Because the work will occur within an occupied leased building and will affect or interface with landlord-controlled property, only LCOR can reasonably approve, coordinate, and manage all aspects of this requirement as prime contractor. Requiring LCOR to serve as prime contractor will ensure a single point of responsibility for subcontractor oversight, work sequencing, access control, inspections, protection of existing conditions, and restoration of landlord-owned property. No other source can accomplish these landlord‑controlled approvals and coordinated responsibilities absent direct landlord involvement.
