About this file
This is a Notice of Intent for a sole-source contract award issued by the United States Patent and Trademark Office (USPTO), Office of the Under Secretary. The USPTO intends to award a sole-source contract to LCOR Alexandria LLC (UEI: NDP7EMB48KJ7, located at 400 Dulany St, Alexandria, VA 22314) for the design, fabrication, rental, installation, maintenance, and optional purchase of an exhibit for the Freedom 250. The exhibit will occupy approximately 2,400 square feet within the USPTO's Alexandria, Virginia facility. The contract is being procured under the Alternative Competition Method pursuant to the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A), with the USPTO exempt from the Competition in Contracting Act (CICA). The justification for sole-source award centers on LCOR's unique position as the landlord and building owner-manager, providing exclusive control over building structure, common areas, loading and delivery access, staging locations, construction scheduling, alteration approvals, and coordination with base-building systems including electrical, HVAC, fire/life safety, and security systems.
The estimated contract value is $1,200,000.00, classified under NAICS code 541512 (Computer Systems Design Services), with an anticipated award date of March 27, 2026. The period of performance includes a base period of five months (April 15, 2026 through September 15, 2026), a three-month option period (September 16, 2026 through December 12, 2026), and four optional 12-month periods extending through September 15, 2031. All written questions must be submitted via email to Yen Nguyen, Contract Specialist (yen.nguyen1@uspto.gov) or Emalee Gawrelski, Contracting Officer (emalee.gawrelski@uspto.gov) by Monday, March 23, 2026 at 10:00 AM EST. Phone calls are not permitted, and questions received after the deadline will not be considered.

Notice of Intent – PTAG 6.1.1 Sole Source
The United States Patent and Trademark Office (USPTO), Office of the Under Secretary (OUS), intends to negotiate and award a sole‑source contract for the design, fabrication, rental (Alexandria, VA), installation, maintenance, and optional purchase of an exhibit for the Freedom 250. The primary exhibit will occupy approximately 2,400 square feet within the USPTO Alexandria, Virginia building.
This requirement will be procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and under the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A). The USPTO is exempt from the Competition in Contracting Act (CICA) for this procurement. The Federal Register notice describing the statutory authority is available at: https://federalregister.gov/a/2013-24316.
The USPTO intends to award a sole‑source order to LCOR Alexandria LLC because LCOR is the landlord and building owner-manager for the USPTO facility in which the exhibit will be constructed and installed. LCOR has unique control and authority over landlord-controlled building structure, common areas, loading and delivery access, staging locations, construction scheduling, alteration approvals, and coordination with base‑building systems and building management (including electrical, Heating Ventilation and Cooling (HVAC), fire/life safety, and security-related systems). Because the work will occur within an occupied leased building and will affect or interface with landlord-controlled property, only LCOR can reasonably approve, coordinate, and manage all aspects of this requirement as prime contractor. Requiring LCOR to serve as prime contractor will ensure a single point of responsibility for subcontractor oversight, work sequencing, access control, inspections, protection of existing conditions, and restoration of landlord-owned property. No other source can accomplish these landlord‑controlled approvals and coordinated responsibilities absent direct landlord involvement.
