About this opportunity
NAVSUP Fleet Logistics Center (FLC) Norfolk seeks American Bureau of Shipping (ABS) inspection and certification services for four Training Support Vessels operated by Carrier Strike Group Four, with quotes due May 13. This is a sole-source procurement; no alternative solicitation will be issued.
Place of performance is Virginia Beach, Virginia. The four vessels—TSV-1 PREVAIL (ABS certified since 2003), TSV-3 HUNTER (ABS classified since 2012), TSV-4 NARRAGANSETT (ABS classified since 2015), and TSV-5 VINDICATOR—are homeported at JEB Little Creek. The contractor shall perform all required ABS inspections and surveys per current ABS rules and regulations, including approximately eight 2-hour visits per vessel per quarter, continuous maintenance availability (CMAV) oversight at one visit per week per vessel, attendance at daily dry dock meetings 2–3 times weekly during industrial availability periods, and initial assessment and follow-up inspections for casualty reports. Only fully qualified ABS-certified surveyors shall be employed. The contractor must maintain an accurate inspection and certification database, report deficiencies timely to each vessel's master, chief engineer, the CSG-4 Port Engineer, and TSV Squadron Program Manager, and ensure all vessels maintain full ABS certifications. Contract term is twelve months. Deliverables include monthly certification status updates for each vessel and monthly invoice logs with not-to-exceed ceiling tracking. The sole-source justification rests on continuity of ABS oversight: all four vessels have operated exclusively under ABS systems and certification since their entry into service, and switching classification societies would introduce unacceptable operational and safety risks. ABS maintains surveyor familiarity with each vessel's specifications and maintenance history. NAICS 541990, PSC H320.
