About this opportunity

The Department of Commerce has issued a Special Notice for an Amendment to Solicitation for a High Finesse Dual Wavelength Reference Cavity, posted on May 20, 2025. The amendment addresses technical clarifications for a specialized optical cavity system intended for the National Institute of Standards and Technology (NIST) Physical Measurement Laboratory. Specifically, the notice provides detailed responses to contractor questions regarding input signal specifications, fiber input requirements, and photodetector performance parameters. The amendment clarifies that the system requires a fiber input to a collimator assembly module, with contractors responsible for mode matching light into optical cavities and generating specific locking signals. The notice also specifies technical details about photodetector bandwidth and noise requirements.

The primary objective of this solicitation is to procure a sophisticated reference cavity system for spectroscopic research, targeting precise measurements with cesium and ytterbium atomic gases at specific wavelengths. Contractors must submit electronic quotations by May 27, 2025, with evaluation criteria prioritizing technical capability, followed by past performance and pricing. Eligibility requires vendors to be registered in the System for Award Management (SAM) and capable of delivering a new system meeting stringent technical specifications, including high-finesse optical cavities with >100,000 finesse at 555.8 nm and 894.6 nm wavelengths. The procurement is structured as a full and open competition using simplified acquisition procedures, with the intent to award a single firm-fixed-price purchase order. Successful contractors must provide a complete system with pre-aligned components, integrated photodetectors, and meet specific performance parameters such as minimal frequency drift and a comprehensive one-year warranty.

CLARIFICATION/QUESTIONS AND RESPONSES AND EXTENSION OF RESPONSE TIME

Questions:

Request for more details about the product requirements:

  • The input signal (light): free-space input or fiber input?
  • If free-space input, then the light beam size, collimated or divergent one?
  • For the Photodetectors, any requirements on the speed of the response (bandwidth)? Noise requirement, ….

Response:

A fiber input to the collimator assembly modules is specified in A.12 of the requirements document. Since the modules must be pre-aligned, the fiber input that is used for alignment should remain attached to the system and be included with it. The contractor is responsible for mode matching the light from the fiber into the optical cavity (or cavities) using a set of lenses and configuring additional optics specified in A.12 and A.13 to generate Pound-Drever-Hall locking signals.

The photodetectors must have a bandwidth sufficient for Pound-Drever-Hall locking to the optical reference cavity, at least 10 MHz. The input current noise for the photodetectors should be < 7 pA/Sqrt(Hz) (which is approximately less than 14 pW/Sqrt(Hz) of noise equivalent power).
