About this opportunity

The U.S. Army Corps of Engineers (USACE), Huntsville Center, has issued a Limited / Sole Source Justification Notice for a Utility Energy Services Contract (UESC) amendment to add a sixth site in Concord, California to an existing contract awarded on November 20, 2023. The contract provides energy management services for the 63rd United States Army Reserves Readiness Division, with a performance period spanning 25 years (November 20, 2023 to November 19, 2048). The amendment involves implementing energy conservation measures including geothermal heat pumps, photovoltaic solar arrays, battery/microgrid systems, water conservation solutions, retrocommissioning, and HVAC upgrades across multiple locations in Northern California, Southern California, Arizona, and Nevada. Market research conducted in March 2024 confirmed Pacific Gas & Electric (PG&E) as the sole eligible utility provider for the Concord site, justifying the sole-source approach. While the specific vendor and exact contract value were not disclosed, the contract will utilize task orders issued to utility companies such as PG&E, SoCalGas, and Southwest Gas Corporation to execute the energy efficiency project.
