About this file

This document is an Amendment to a Justification and Approval (J&A) for a Utility Energy Services Contract (UESC) for the 63rd U.S. Army Reserve Readiness Division. The amendment adds a sixth site in Concord, California to the existing UESC, which was originally approved in November 2023. The contract will implement energy conservation measures (ECMs) at multiple locations in Northern California, Southern California, Arizona, and Nevada, with Pacific Gas & Electric (PG&E), SoCalGas, and Southwest Gas Corporation (SWGC) identified as the sole utility providers for their respective service territories.

The project involves implementing various energy efficiency solutions including geothermal heat pumps, photovoltaic solar arrays, battery/microgrid systems, water conservation and resilience storage, retrocommissioning, and HVAC upgrades. The period of performance is from November 20, 2023 to November 19, 2048, with task orders to be issued to the respective utility companies. Market research conducted in March 2024 confirmed PG&E as the only eligible utility for the Concord site, and the amendment ensures the site can be added to the existing UESC development process without disrupting the current project schedule.
