About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring repair and overhaul services for KC-135 aircraft fan cowlings and inlet cowlings under this sole-source requirement to Boeing Company. The contract involves three specific end items: left-hand fan cowl (NSN 1560-01-148-4262FL), right-hand fan cowl (NSN 1560-01-148-4263FL), and inlet cowl (NSN 1560-01-149-6602FL). The contractor must perform complete disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing to return items to serviceable condition in accordance with applicable technical orders and repair procedures, with all repairs meeting aerodynamic smoothness requirements and maintaining positive margins of safety relative to original design loads. Performance requirements mandate 100 percent delivery of defect-free serviceable items meeting schedule requirements, 100 percent inspection of government property, and response to information requests within specified timeframes (emergency: 2 business days; urgent: 5 business days; routine: 10 business days). The amendment incorporating Revision 2 of the Performance Work Statement was issued on March 17, 2026, effective March 18, 2026, and offerors must acknowledge receipt of this amendment prior to the solicitation closing deadline.

This is a sole-source procurement with no set-aside designation, and Boeing Company is the identified contractor. The work will be performed at Tinker Air Force Base in Oklahoma City, Oklahoma, under the firm fixed-price contracting structure for basic repair and overhaul tasks, with additional work submitted as over-and-above. The contractor must furnish all materials, support equipment, and tools except for government-provided end items, and must establish comprehensive quality systems, counterfeit prevention plans, parts control programs, and supply chain risk management procedures compliant with SAE and DoD standards. Quality acceptance will be performed by the Defense Contract Management Agency (DCMA) at the repair site, with delivery to be made by commercial bill of lading following notification to the supply planner. The solicitation closing date referenced in the original posting was February 18, 2025, though this amendment was issued on March 17, 2026.
