About this opportunity
The Defense Logistics Agency Energy is procuring ship's bunkers fuel services through Solicitation SPE608-26-R-0201, specifically seeking Ultra-Low Sulfur Diesel (F76) and jet petroleum fuel (JP5) for delivery at Jeddah and Yanbu, Saudi Arabia. This requirements-type contract covers both delivery services and reserve storage maintenance, with contractors required to maintain specified fuel allocations within 200 kilometers of the delivery locations and provide accurate monthly inventory reporting. Offerors must possess valid Petroleum Trading Licenses, provide Certificates of Analysis, submit Commitment Letters for each fuel type, and be registered in both the System for Award Management (SAM) and Joint Contingency Contracting System (JCCS). The solicitation utilizes a Lowest Price Technically Acceptable (LPTA) evaluation methodology and requires compliance with strict fuel specifications, U.S.-flag vessel transportation, and comprehensive quality assurance provisions. Amendment 0001 has extended the proposal submission deadline from October 10, 2025, to October 16, 2025, at 3:00 PM Eastern Time. All offers must be submitted using the updated attachments provided with the amendment.
This solicitation operates without any set-aside designations and is open to full and open competition. The contract encompasses substantial fuel quantities totaling approximately 183,049 metric tons, including 88,627 metric tons of naval distillate fuel (F76) and 94,422 metric tons of jet petroleum fuel (JP5), with minimum delivery requirements of 20 metric tons per barge. The performance period spans three years from November 1, 2025, through October 31, 2028, with fuel deliveries to be made at the Saudi Arabian ports of Jeddah and Yanbu. Reserve storage fees are structured as monthly payments expressed in USD per metric ton, with payment processing contingent upon accurate reporting of stored fuel quantities. While the total estimated contract value is not specified in the documentation, the pricing structure references Platts publication with base reference prices ranging from $624.25 to $658.00 per metric ton. The contract requires contractors to maintain reserve fuel storage and provide comprehensive delivery services including pipeline, barge, tank truck, and marine service station delivery methods.
