Background. During the site visit, a Fayetteville VAMC employee stated Building 40T was going to be demolished/removed in the future. In Amendment 00005, this building is identified as receiving a fixed exterior camera.
Question: Can the Government confirm this building is indeed supposed to receive a camera?
40T will be replaced some time in the future. There is a light pole that the camera can be put on.
Background. During the site visit, there were many questions asked that Chief Connor was not able to address and referred attendees to submit those through the contracting office. Considering the amount of unknown variables currently in the solicitation and time required to address those it leaves very little time to prepare an accurate and complete quote
Question: Will the Government consider a two week (13 July) extension of the submission date in consideration of this as well as the holiday during the first week of July? Yes
Has it been determined if any locations exterior to builds require conduit and/or power? Conduit yes. Power no.
Who is providing network switches? Network switches are in place in IT Closets
Can an overlay of the facility grounds be provided with building numbers? Yes included.
The exterior PTZ on light pole 3-K presents an issue due to the current construction and the fact that the conduit to the pole likely no longer exists. Would you consider moving that camera high up on the North side of building 1 and aiming it down at the parking lot to avoid the expense of installing conduit to the pole? Yes, If the camera has a good zoom. Able to read license plate numbers.
If you do not wish to move the camera to the building, who will be responsible for getting the local 110v power to the pole? Which building will the conduit run to? NA
Who will be responsible for programming the access control system to work with the camera system? TYCO/Johnson Controls
Please confirm that only 2 workstations are wanted. Yes. One in B12 Dispatch, One in B13 Chief Police.
Period of Performance is stated at 30 days after receipt of order is this a mistake? Between Vicon delivering the ordered equipment and onsite engineering required this time line is not reasonable. Can this be extended to the typical time line of 180 days from ARO? It has been extended to 45 days ARO.
The statement that the new CCTV system shall be capable of interfacing with the access control system is this the final statement by the government on this subject? Yes. Must integrate with CCure 9000.
The requirement to utilize existing wiring puts the liability on the government that all wiring is good. How has the government determined that all wiring is good? With so many cameras not working, both analog and IP, would the government be better served by requesting all new wiring? Need to verify that the wiring is good. If not replace it.
Reminder: Please read entire solicitation and all amendments thoroughly.
Note: The question period is closed.
(XI) Any amendments issued to this solicitation will ONLY be available on the FBO website
(www.fbo.gov).

Seeking clarification regarding the statement on page 5 of the SOW stating "Contactor must be Safety Act Certified . DHS Safety Act certification appears to be designated for specific technologies not for an individual contractor or company. Can you explain what exactly you are requiring to meet this?
The purpose of completing a SAFETY Act Designation application is for the applicant, i.e., the seller of a technology, to explain to the Department of Homeland Security (DHS) how the technology qualifies for the system of risk management and litigation management under the SAFETY Act. The application is designed to elicit the information that will allow the DHS to understand exactly what the seller's technology is, and how it relates to the criteria for Designation set forth in the SAFETY Act.
SAFETY Act Certification provides sellers of a Qualified Anti-Terrorism Technology (QATT) with an additional measure of liability protection. The sellers of QATTs that receive SAFETY Act Certification are entitled to all of the liability protections that accompany SAFETY Act Designation as well as the rebuttable presumption that the government contractor defense applies to claims arising out of, relating to, or resulting from an act of terrorism. At the applicant's request, QATTs that received Certification can be placed on the Approved Technologies list for Homeland Security.
A Certification application may be submitted along with a Designation application or may be submitted after SAFETY Act Designation has been issued. However, a technology may not receive Certification without having first received Designation.
To receive SAFETY Act Certification, the Department must conclude that the technology will perform as intended, conforms to the seller s specifications, and is safe for use as intended.

INSTALLATION:
The installation work required is a partial upgrade of an existing analog video surveillance system to a new IP-Based, High Definition, Megapixel Video Surveillance System at the Veterans Affairs Medical Center (VMAC) in Fayetteville, North Carolina. The system shall consist of a total of (109) new high definition cameras throughout the facility (81 new interior 2-megapixel HD ceiling domes cameras and 28 new exterior 1080P PTZ IP DOME 30X D/N). All existing cameras which are not replaced under this statement of work will be re-connected to the Network Video Recording System using applicable Video Encoders. The contractor shall provide and install Pan/Tilt/Zoom (PTZ) Day/Night cameras.
The additional surveillance system provided shall be capable of interfacing a door access control system in order to have the capability of automatic camera view upon an access door alarm.
Video workstations will be located in the Police Dispatch Center where there are large wall-mounted high definition monitors for easy viewing of all cameras. All cameras will be set for motion activation to record only when motion is detected in the camera field of view. 3 network video recorders should have storage capacity of 45.5 Terra Bytes each to accommodate for a full 30 days of video storage on all cameras.
All existing wiring shall be used to reduce the overall cost of the upgrade and reduce, substantially, disruption to hospital operations during the upgrade process.
Portions of the existing CCTV system will remain in service as part of this scope of work. All existing camera and head end equipment must be manufactured by VICON Inc. to maintain compatibility with existing components to remain.
Installation (upgrade to IP solution) of new cameras, DVRs, and associated wiring, power sources and data switches shall be done in order to make the CCTV system ready for recording and surveillance operations per manufacturer's specifications. All cameras shall be properly focused to provide a clear picture as agreed upon by the local Police Chief or designee.
All camera power supplies shall have individual fused outputs for each camera. The contractor shall coordinate with the VAMC engineering group to ensure that power supplies are hard wired to the hospital's emergency power circuit.
Mounting cameras, power boxes and switch gear can be expected during this work phase. All non-functioning wirings (if any) will be removed and some boring to lay data lines (no more than 10%) will be required as well. Vendor shall clean and return landscape and interior work areas to original condition. The contractor shall be responsible for ensuring that all cabling and
power wiring used for the cameras is labeled properly at both ends. The contractor shall ensure that all Cat 6 cabling and power wiring that are run for new camera installations have no splices. All cabling and wiring shall be one continuous pull.
The contractor will be responsible for providing the cost of all labor and items. Contactor must be Safety Act Certified and Vicon / Valerus certified.
