About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 20 seeks to establish an IDIQ for respiratory fit-testing equipment, supplies, and annual calibrations for the Western States Network Consortium, with proposals due August 14, 2026. The procurement carries a Total Small Business set-aside.
Place of performance is the United States. The contractor shall provide brand name or equal to the TSI 8048 PortaCount Respirator Fit Tester. Required capabilities include fit-testing protocols compliant with OSHA and ANSI standards; compatibility with N95s, elastomeric, and FFP series respirators; maximum fit factors of 10,000 (200 for N95s); testing completion within 2–5 minutes; internal and external display options; portable design under 8 pounds; rechargeable battery; one-year minimum warranty; and initial supplies including probe refill kits and isopropyl alcohol 99.5%. The equipment must include bridge software that transfers results to VA computers via USB, either pre-TRM-approved or capable of obtaining Technical Reference Model approval, with all patches and upgrades provided at no cost. Optional contract line items cover annual calibrations and consumable resupply.
Offerors must demonstrate a minimum of three years' experience installing and delivering similar equipment across large geographic areas, submit detailed capability statements and TRM compliance documentation (Software Bill of Materials, data-flow diagrams, FIPS 140-3 validation certificates, and driver permission profiles if applicable), and provide CPARS completion records. Work is performed during standard business hours (8:00 a.m. to 4:30 p.m. Monday through Friday, except federal holidays) under strict security and data confidentiality requirements for personally identifiable information and protected health records. Evaluation considers price, technical capability, and past performance. Quotes must be submitted to robin.wilson3@va.gov with prices held firm for 60 calendar days. NAICS code is 334516; PSC code is 6640.
