NAVSEA 05P14, Technical Warrant Holder for US Navy Personnel Protection, Damage Control and Firefighting, has tasked the Naval Surface Warfare Center, Panama City Division, (NSWC PCD) Code E14 with depot maintenance of various related life support equipment assemblies. Part of rebuilding and overhauling life support equipment assemblies, by the depot, is the cleaning and/or recalibrating of components/ parts of this equipment. Since this is life support equipment, cleaning must be to rigorous standards that will not endanger the wearer/user. Gauges, relief valves, CO/H20 indicators must be calibrated to insure correct and safe operation. In insure cleanliness, double plastic bagging of the components is also required to avoid recontamination. Attempts to develop qualified sources have failed. David Perkins Enterprises, Inc. possesses the unique, in-depth capacities and capabilities for successful completion of the required services for this life support equipment. David Perkins Enterprises, Inc., based on awards solicited open market small business set aside since 2009 - N61331-10-P-6513, N61331-10-P-9728, N61331-13-P-0022, N61331-15-P-0007, and N61331-17-P-0053, is uniquely qualified to meet the minimum government requirements. The development of another source would require extensive duplication of efforts, costs, unacceptable delays to schedule, added inspection parameters, and potentially endangered diving operations supported by the items listed under paragraph three. Therefore, it is in the government's best interest to award on a sole source basis to David Perkins Enterprises, Inc. per attached justification and SOW. See attached clauses.
