About this opportunity
The Air Mobility Command of the Department of the Air Force is soliciting proposals for painting and restoration services for three historic aircraft located at the AMC Museum in Dover, Delaware. The project requires a contractor to perform comprehensive preparation and painting of a C-5A, C-141A, and A-26C aircraft, ensuring proper corrosion control and restoration to accurately reflect Dover Air Force Base's history and heritage. The government will evaluate quotations based on two primary factors: technical capability and price, with contractors required to demonstrate 10 years of relevant experience and submit a detailed narrative explaining their proposed approach. Potential bidders must be registered in SAM.gov and submit their quotes by March 11, 2025, at 12:00 PM ET, with questions due by March 7, 2025. The solicitation is structured as a firm-fixed-price contract with specific technical requirements outlined in the Performance Work Statement.

The work will be performed directly on the museum ramp at Dover Air Force Base when temperatures exceed 60°F, with a completion deadline of September 1, 2025. Contractors must adhere to strict environmental regulations, including limitations on paint usage (25 gallons per day, 200 gallons in 12 months) and specific paint density and VOC content requirements. The performance will involve detailed surface preparation, priming, and painting of each aircraft with precise color schemes and markings, ensuring quality standards that include no visible primer, no overspray, and a one-year guarantee against paint flaking, peeling, or chalking. While no specific incumbent is mentioned, the contract requires comprehensive documentation, including daily paint usage logs and material safety data sheets.
