About this opportunity
The Naval Supply Systems Command Fleet Logistics Center San Diego has published a Special Notice for the procurement of the Amalgamated Remote Management System (ARMS) Master Control initial software package and fourteen additional user seats. This notice was posted on December 19, 2025, with a response deadline of January 2, 2026. The Department of the Navy intends to award a purchase order on a sole-source basis to L3 Harris, Inc., in accordance with FAR 13.106-1(b)(1). The procurement is classified under Custom Computer Programming Services (NAICS 541511) and IT and Telecom Business Application/Application Development Software as a Service (PSC DA10). This special notice notifies the public of the Navy's intention to proceed with a non-competitive award while providing an opportunity for other contractors to submit capability statements if they believe they can provide equivalent products or services.
The procurement is intended to support the Commander, Naval Surface Forces U.S. Pacific Fleet Air and Missile Defense Commander (AMDC) with distributed network management capabilities for Link 16 tactical data link networks. The ARMS system provides multi-viewpoint solutions for managing complex tactical data networks distributed across wide geographical areas and synchronized to GPS time, connecting over IP-based Wide Area Networks to multiple remote terminals including JTIDS, MIDS-LVT, MIDS JTRS, STT, and BATS. Interested contractors must submit responses to Contract Specialist Michelle Muniz at michelle.a.muniz.civ@us.navy.mil no later than January 2, 2026. The justification document indicates that L3 Harris is recognized as the original software designer and manufacturer with proprietary rights, and the Navy has determined the proposed costs to be fair and reasonable based on market research and independent cost analysis. While no specific eligibility restrictions are imposed, the Navy plans to conduct continued market research to identify potential alternative sources for future competitive procurements.
Notice text
Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) has a requirement to procure the one Amalgamated Remote Management System (ARMS) Master Control initial software package and fourteen ARMS Additional User Seats at Master Control software for Commander, Naval Surface Forces U.S. Pacific Fleet (CNSP) Air and Missile Defense Commander (AMDC).
NAVSUP intends to award purchase order on a sole source basis to L3 Harris. in accordance with FAR 13.106-1(b)(1). L3 Harris. has been found to be the only company capable of providing the required Amalgamated Remote Management System (ARMS) Master Control initial software package and fourteen ARMS Additional User Seats. The job of the Link 16 Network Manager is to plan, manage, modify and troubleshoot a tactical data link network distributed over a wide geographical area and often locked to GPS time. Existing systems employ a single viewpoint, while ARMS’ distributed approach provides a multi-viewpoint solution to network management.
Air and Missile Defense Commander's (AMDC) and Primary Alternates mission is to conduct sustained combat operations independently and as the Integrated Air and Missile Defense Commander for Carrier Strike Group One.
ARMS connects over an IP-based Wide Area Network (WAN) to multiple remote terminals, including JTIDS, MIDS-LVT, MIDS JTRS, STT and BATS. It obtains the tactical picture as seen at each location, accepting all transmissions and receptions as well as status from each terminal. It creates a multi-terminal database from this information and analyzes discrepancies and anomalies. A delayed synchronization capability on a single terminal is not required. For example, to detect unauthorized time slot reuse, the network nodes perform this function for any units within sight of more than one ground station.
Please provide responses to this notice no later than the time listed above in this notice, to Contract Specialist, Michelle Muniz @ michelle.a.muniz.civ@us.navy.mil.
