About this file
This is a Justification and Approval (J&A) document for a sole-source contract by the Department of the Navy's NAVSUP Fleet Logistics Center San Diego. The Navy intends to purchase one Amalgamated Remote Management System (ARMS) Master Control initial software package and fourteen ARMS Additional User Seats from L3 Harris, Inc. to support Strike Group Air and Missile Defense Commanders. The total procurement includes 15 ARMS software packages for Naval ships deployed to Seventh Fleet and Air Defense Units, along with 160 hours of technical support.
The contract is being awarded under the "Only One Responsible Source" authority, as L3 Harris is the original software designer and manufacturer with proprietary rights. The company is the sole provider of this specific ARMS software and full-time engineering support. The Contracting Officer has determined the proposed costs to be fair and reasonable through market research and independent cost analysis. The Navy will continue to conduct market research to identify potential alternative solutions for future competitive procurements.
